EINC is led by Sh. BL Chawla, an environmental expert with 34 years of experience in regulatory compliances and pollution control laws. As a former Senior Environmental Engineer at Delhi Pollution Control Committee (DPCC), Mr. Chawla has extensive knowledge of environmental management and compliances. His background includes 2+ years of service at International Airports Authority of India, IGI Airport , New Delhi, 5+ years of service at Central Pollution Control Board (CPCB) and about 29 years at DPCC, where he handled a wide range of industries, including:

•    Common Effluent Treatment Plants (CETPs)
•    Sewage Treatment Plants (STPs)
•   Waste to Energy Plants 
•    C&D Waste Processing Plants
•    Themal  Power Plants
•    Problem Areas at PAN India Level

In addition to managing pollution-related issues, Mr. Chawla has extensive experience of handling environmental cases before various courts and authorities, including before Hon'ble  Supreme Court,High Court, District Courts,National Green Tribunal (NGT), Commission for Air Quality Management (CAQM),Environment Pollution (Prevention & Control) Authority (EPCA) etc.

His expertise in navigating complex environmental regulations and litigations has been invaluable in resolving disputes and ensuring compliance.

Mr. Chawla also spearheaded the IT department at DPCC, where he played a key role in developing innovative web and mobile applications. These digital tools significantly simplified the submission of information for regulatory compliances, including:

• Consent applications under the Water and Air Acts
• Authorization submissions under rules  framed by the Environmental Protection Act (EPA)
• Online submission of periodic information  for regulatory adherence
• Handling pollution complaints through the "Green Delhi App"
• Dust Pollution Control Self Assessment,DPCC Portal.

EINC is proud to have Abhey Singh Soni, formerly an Additional Director at the Central Pollution Control Board (CPCB), as our Technical Advisor. With a distinguished career spanning 35 years in environmental regulation, Mr. Soni brings unparalleled expertise to our team.

He joined Central Pollution Control Board, Ministry of Environment & Forest and Climate Change in 1987 and retired in 2022 after long service of 35 years. During his  long journey in CPCB, Initially, he worked for Consent Management for UT Delhi (1987 to 1991), thereafter Central pollution Control Board delegated powers to Delhi Government in 1991. 

1. Hazardous waste Management including SOP notification under Rule 9 & Hazardous waste secure landfill sites.

2. Development & Implementation of Environmental Standards for all kind of Small Scale Industries.

3. Development & Implementation of Environmental Standards for Non Ferrous Primary & Secondary Metal Industries like Copper, Lead & Zinc and Aluminium.

4. Development & Implementation of Environmental Standards for Glass & Ceramic Industries.

5. Development & Implementation of Environmental Standards for Stone Crusher, Brick and Hot Mix plant.

6. Other regulatory work like inspections/reports writing & filing of affidavit as per directive of NGT.

Throughout his career at CPCB, from 1987 to 2022, Abhey has played a key role in shaping environmental policies and regulations at the National level. His experience and knowledge make him a valuable resource for environmental advisory services.

 He is a recognized expert in hazardous waste management. His extensive contributions also include the development and implementation of environmental standards across a wide range of industries at PAN INDIA Level, from small-scale units to non-ferrous metal, glass, ceramic, stone crusher, brick, and hot mix plants. 

With over three years of experience as an Engineer in the Environmental Impact Assessment Cell (EIA Cell) at Delhi Pollution Control Committee (DPCC) and also at EINC, our team member has developed expertise in several key areas:

• Environmental Impact Assessment (EIA): Proficient in reviewing Environmental Clearance (EC) and Terms of Reference (ToR) proposals, supporting SEIAA/SEAC meetings, and ensuring compliance with recommendations. Experienced in processing six-monthly EC compliance reports etc.
• Consent Management: Skilled in reviewing and processing consent applications (CTE/CTO) for Building & Construction Projects under Water and Air Pollution Control Acts via the DPCC OCMMS Portal.
• Pollution Control: Specialized in monitoring dust control measures at construction/demolition sites and managing air and water pollution, including Sewage Treatment Plants (STPs) and Effluent Treatment Plants (ETPs). 
• Regulatory Compliance: Experienced in drafting replies for compliance with CAQM, CPCB, and DPCC and preparing reports for regulatory compliances.
• Air Quality Monitoring Sensors PM2.5 ,PM10 
• Anti Smog Guns for Construction Sites and High-Rise Buildings
• Video Fencing for Construction Projects and its integration with DPCC/Pollution Control Board Dust Pollution Control Portal.
